Existing systems are candidates to retain, not obstacles to remove. Replacing a working component is only recommended when the cost of keeping it is demonstrably higher.
If your developers know PHP, building your system in Go would be a disservice regardless of our preference. The maintaining team is an input to the decision.
Where regulation or policy forbids sending records to a third-party model API, open-weight models running on your own hardware are a workable alternative and we will scope it that way.
Long-lived systems get conservative choices: mature frameworks, mainstream databases, minimal exotic dependencies and an explicit upgrade path.
